To: All CIEC Scouters,

Before we all head off for a Spring of Scouting adventures, I wanted to take a moment to draw your attention to an exciting event we held this past Wednesday evening.

Called the "National Growth Conference," the event — which was broadcast live from an AT&T studio in downtown Dallas, not far from the National Service Center — was a great example of addressing our membership goals in a fresh new way.

The conference featured updates from staff members and volunteers across the country as we discussed our Game Plan, membership goals, and inspiring best practices, all with a goal of expanding Scouting's programs to more of our nation's youth. Just a few of the topics discussed were:

* A Western Region district executive who doubled his Cub Scout recruiting year over year
* How a Northeast Region council surpassed their Build an Adventure recruiting goals by 187%
* A Central Region council that sequenced Tigers and STEM Scouts to grow membership
* A Southern Region council that posted a 14.3% increase in membership in 2015
* Plus, highlights from Build an Adventure 2016, Lions, and Exploring

New Approach to BALOO is Winning Combination of Old, New 

 

What happens when you combine high-tech technology with old-fashioned approach to teaching? Success! Ten Cub Scout leaders and adults completed Basic Adult Leader Outdoor Orientation (BALOO) at the Mt. Rubidoux/Five Nations camporee. But this was a new approach to the training that was conducted in two steps: on-line and hands-on. The week before the leaders participated in an webinar that covered  much of the "classroom" segment of the training. Participants downloaded the handouts. The practical – the fun stuff – was conducted at the  camporee, April 22-24. This step  lasted a few hours.  Half of the  Cub leaders already were camping and dining with their units. The other half came just for those few hours. This hybrid approach to BALOO was offered only by Mt. Rubidoux District and developed by trainer Michael McBride. The next hybrid BALOO course will be held in the fall.

Leaders get Trainined at Camporee

 

Fourteen Boy Scout and Webelos leaders participated in training at the Mt. Rubidoux/Five Nations camporee held April 22-24 at Lake Perris. But there were three twists to this edition of Introduction to Outdoor Leader Skills (IOLS) and Outdoor Leader Skills for Webelos Leaders (OWL). One, participants dined and camped with their units. Two, both courses were combined. Three, the presentations were made by merit badge counselors! Many of the counselors already have experience participating in  training courses. But new to training were counselors who shared  their expertise. For example, Otie Braden, the counselor for Mammals Merit Badge, presented the session on “Animal Identification.” Many thanks to merit badge counselors Lyle Hill (camping), Brian Paquette (knots) and Dennis Kent (cooking). And shout-outs to our district's top trainers (and counselors, too!): Rick Pohlers, Judy Graeber, Keith Banks, Summer Pearson and Bijan Sharifi-Tabesh.

American Red Cross Wilderness & Remote First Aid Course

 

On the weekend of May 14 -15, 2016 ( from 0700-1830 on Saturday and 12:30 to 18:30 on Sunday) I am planning to offer the American Red Cross (ARC) Wilderness and Remote First Aid  (WRFA) course in San Clemente. WRFA program is based on the BSA Wilderness First Aid Curriculum and Doctrine Guidelines with enhanced content to meet OSHA's best practices for Workplace First Aid Programs. Participants must be 14 years of age and have current CPR certification from either ARC or AHA (see below for a CPR course I have scheduled prior to this WRFA course). Please be advised that the course will conform to the ARC requirements.

The class is a 16 hour course so both Saturday and Sunday attendance is required. If you would like to take this course, please sign-up with me by an email response jbrooksj@cox.net providing me with your name, course, phone number, unit and course date. I will also have a waiting list made, if necessary. The cost will be $90 for registered Scouts/Scouters. The fee is to cover ARC participant fees, the cost of materials, books, supplies, lunch and snacks. Interested scouts/adults who wish to take the course are encouraged to sign-up as soon as possible as the class is limited per ARC rules. I will also be providing participants with some additional first aid materials and supplies I think this will be helpful in addition to the WRFA required material. Please sign up ASAP. Further details will be sent later to those who enroll. Certification is valid for a two year period.

Very briefly the class objectives are to cover: identification of delayed help emergency situations; identify causes and prevention of injuries in wilderness areas; learn proper preparation for journeys into the backcountry; learn emergency actions steps for first aid response when EMS is not readily available; basic and some more advanced first aid technics; learn how to respond to an emotionally upset victim; learn short distance transfer and evacuation technics; and, experience providing wilderness first aid through the means of scenarios and simulated rescues that test knowledge and skills.

National Trails Day

 

The CIEC Outdoor Ethics Committee and Cahuilla Lodge Order of the Arrow together are again promoting the 2016 American Hiking Society’s National Trails Day.

June 4, 2016 is American Hiking Society’s National Trails Day, the country’s largest celebration of trails. National Trails Day events will take place in every state across the country and will include hikes, biking and horseback rides, paddling trips, birdwatching, geocaching, gear demonstrations, stewardship projects and more. America’s 200,000 miles of trails allow us access to the natural world for recreation, education, exploration, solitude, inspiration, and much more. Trails give us a means to support good physical and mental health; they provide us with a chance to breathe fresh air, get our hearts pumping, and escape from our stresses.

If your unit has a conflict with the first Saturday in June, plan your National Trails Day® event for a day or weekend that works best for you.

Time is Running Out to Save on the Cost of Foxfire!

 

Foxfire Advanced Youth Leadership Training is 8-days and 7-nights of high intensity leadership training couched in a Fur Trade Era Rendezvous theme. Learn the skills of our early American pioneers; forge a tomahawk; make a striker and start a fire using it; face unique challenges, and overcome them. The course is limited to only 42 participants; we have just a few spots left. A $50.00 deposit will hold your space. To qualify you must:

  • Be at least 14 years of age by day one of the course
  • Be at least of Star Scout Rank (Venturing ILSC or ILSS)
  • Have completed NYLT (or NLS for Order of the Arrow)
  • Have adult unit leader’s recommendation.

The course runs from Saturday, June 11th through Saturday, June 18th, 2016 at Camp Emerson (Boseker Scout Reservation) in Idyllwild, CA.

National Youth Leadership Training

 

National Youth Leadership Training (NYLT) is an exciting, action-packed six-day council-level program designed to provide Boy Scouts and Venturers who are 13 years and older with leadership skills and experience they can use in their home units and in other situations demanding leadership of self and others.

This year the CIEC is offering two courses at Camp Emerson; Week 1 will be held June 13-18, Week 2 will be held August 1-6, 2016. The fee is $295 if registered before May 7th for week 1 or June 17th for Week 2, this covers course materials, food and camp fees. Please share this information with the leaders and youth in your units.  We are looking for our future leaders in every District of this great Council. Scout Invited to Meet Gov. Brown

 

 Riverside resident Sean Skiff, 11, met Gov. Jerry Brown in March as part of a delegation of Boy Scouts that traveled to the Capitol to report on the organization's activities statewide over the past year.  By MELANIE C. JOHNSON / CONTRIBUTING WRITER

Of eight Boy Scouts who recently traveled to the state Capitol to give a report to lawmakers on their activities, Riverside resident Sean Skiff was the Inland Empire’s lone representative.

The 11-year-old Twain Elementary School sixth-grader, who is a member of Riverside’s Troop 2, served as a delegate for Boy Scouts of America in March to deliver a report to Gov. Jerry Brown and other officials. He was one of three Scouts in Southern California picked for the trip, which marked the first time in 15 years the Boy Scouts of America has made a report to the state.

Sean said he was excited to be selected for the trip.

“I thought, ‘Wow, this is amazing,’ ” he said. “I am actually going to be able to see the governor in person.”

The report included a breakdown of the organization’s activities across California in the last year, including that more than 170,000 Scouts put in more than 2 million community service hours. A total of 4,911 youth earned their Eagle Scout designation. Read More.....

Mt. Rubidoux / Five Nations Camporee

 

The Mt. Rubidoux / Five Nations district of the California Inland Empire Council had a successful launch of its space-themed camporee, Scouting In The Future, that was held April 22-24 at Lake Perris State Recreational Area. The camporee included a Cub-O-Ree for the younger Cub Scouts ranging from Tigers to Webelos I.
 
More than 315 Scouts from over 20 units, including Cub Scouts, Webelos, and Boy Scouts competed in a variety of activities. Events challenged Boy Scouts to build a hover board using lashing and knots, run a GPS geocaching course, emergency text messaging, and start fires without matches using a Fresnel lens, and many other events. With adult leaders and family members, Camporee attendance was over 550 people, said Anastasia Leveck, Program Chair for Mt. Rubidoux / Five Nations district.
 
Scouts were also able to participate in age appropriate shooting sports all day long: slingshots, BB guns, archery and tomahawk throwing. These activities, games, contests and a camp wide campfire kept hundreds of boys in high Scouting spirit. 
 
The Cub-o-ree program written by John Skiff provided special age-appropriate activities for Webelo Scouts, boys who soon will be joining a Boy Scout troop, and all other age groups within the Cub Scout program. Siblings were not forgotten: Leaders conducted games and activities just for them.
 
Troops also competed for best designed campsite and patrols provided their best culinary skills in a Dutch oven cook-off, with a 250 percent increase in the number of meals judged over last year. The camporee was topped with a big campfire that included a call-out by the Order of the Arrow, skits and songs by all youths and many adults, and the awarding of best Cub and Troop campsites, best overall Dutch oven meal, and top patrols. This year saw a five way tie for second place out of the 30 patrols competing.
 
For boys to have this level of fun, trained leaders are a must, and this year 25 additional adults stepped up and took a variety of training to ensure the best leadership possible. Numerous district Merit Badge counselors and skilled Scout leaders spent the day passing on their knowledge to our newest set of trained leaders.
 
Sunday morning ended with a flag ceremony and an interfaith worship service lead by Kit Wilson, the Mt. Rubidoux’s District Commissioner, along with chaplain aides from numerous troops.
 
The Camporee was supervised a second time by Jeff Hicks, a committee member of Troop 176 in Riverside. More than a dozen youths and adults assisted in managing the weekend’s program.
