I knew from the first day I spent with our Scout delegation for our annual Report to the Nation that this would be another special journey through our nation’s capital.
Their terrific host parents—Ron and June Coleman of Decatur, Georgia—were just awesome with these Scouts. Nanette and I joined the group for a tour of the “Monuments After Dark,” starting with the Jefferson Memorial, then the Lincoln Memorial, and on to the Vietnam Veterans Memorial—all breathtaking sights in the glow of the night lights.
As we gathered at the book of names at the Vietnam Veterans Memorial, I asked our nine Scouts to reflect a minute and connect the dots of history we were witnessing: How Thomas Jefferson was one of the strong founders for our great country, then Abraham Lincoln labored to keep our country together during its more troubling times, and how those 53,000 individuals honored here gave their lives to make sure democracy and freedom would continue for our nation.
And what was really cool was when Ron Coleman spoke up about his service during the Vietnam War. He kept our Scouts spellbound about what that time was like for him as we walked the path along the long wall of names. I was so proud of the way our Scouts listened with real dignity and attention. It was a very moving experience to see how these young people were so representative of all of the programs we have.

That set the tone for a terrific week, starting with breakfast the next day with two remarkable ladies—the secretary of the U.S. Senate and the clerk of the U.S. House of Representatives—to deliver the official Report to the Nation to Congress. Then it was on to meet with House Speaker John Boehner, take a tour of the U.S. Supreme Court, followed by a visit with CIA Director Leon Panetta, who spent nearly an hour with these young people.
The next morning took our Scouts to the laying of the wreath at the Tomb of the Unknowns, then on to the Pentagon with incredible hospitality from the Joint Chiefs of Staff and Defense Secretary Robert Gates, also an Eagle Scout, plus a stop at the 9-11 Pentagon Memorial.
Highlighting the trip was the visit to the Oval Office. President Obama was gracious and excited to have us there. Below is a photo of that meeting. It was a perfect, moving experience for these young people to experience all the moving parts of this great country. I couldn’t have been more proud of our Scouts. I was struck by their maturity and the intelligent questions they asked throughout the week. Their devotion to our country and the example they set as members of the Boy Scouts of America really give me hope for our nation’s future.
Pack 204 Scouts Receive Arrow of Light Award
Pack 204's Webelos Scouts Micheal E., Matthew C., Sergio A. and Anthony F. received their Arrow of Light Awards. Also in attendance was Chino’s Mayor Yates, as well as characters from the Fighting 501st Star Wars Legion. Later, they had a ‘Gong Show’ Talent Show! The ceremony was held at EJ Marshall Elementary School.

2010 Eagle Scout Recognition Dinner & NESA Awards
To celebrate and honor the accomplishments of the current Class of Eagle Scouts, the California Inland Empire Council is hosting the 2010 Eagle Scout Recognition Dinner & NESA Awards on Friday, March 25th, 2011, at 6:00pm at the March Field Air Museum in Riverside. This year, the event is not only reaching out to the current class of new Eagle Scouts, but to Eagle Scouts of all ages.
Colonel Udo K. “Karl” McGregor, Commander of the 452nd Air Mobility Wing at March Air Reserve Base will be the key note speaker. Colonel McGregor is a Legion of Merit and Bronze Star Medal recipient. He was deployed as part of Operations Desert Shield and Desert Storm and supported operations Enduring Freedom and Iraqi Freedom. A command pilot, he has flown more than 11,500 hours in helicopters and the military’s largest air transports.

Camp Staff Interviews This Saturday
The success of your Scout’s week at summer camp is many times determined by the quality of the staff serving you. If you have a Scout in your troop who will be 14 years old by June 1, 2011-- and who you believe would make a good staff member - encourage him to apply for staff. Explorers and Venturers (male and female) can also apply.
Camp staff provides a great opportunity for a young man or woman to broaden their Scouting contacts, improve their leadership skills and serve the many of Webelos, Scouts, Venturers and leaders who attend our camps each year.
Salaries range from $156 to $300 per week depending on years of experience and the summer assignment. Room and board is provided to each camp staff member. Additional information on salaries is provided during the interview process.
Position Minimum Requirements
- Counselor in Training: age 14 -15
- Program Staff: age 16
- Area Directors (Outdoor Skills, Nature, and Archery): age 18
- Area Directors (Program, Aquatics, and Shooting Sports): age 21
- Commissioners: age 21
Applications for camp staff can be obtained from either council service center or downloaded by CLICKING HERE.
Everyone applying for staff needs to be interviewed. Camp staff interviews are scheduled for this Saturday, March 5th and will be held at the Jack Dembo Scout Center in Redlands beginning at 9:00 AM. It is recommended that you wear your uniform or appropriate interview attire. If this day is not convenient, you can schedule an appointment with Program Director Kevin Gustafson by calling (909) 793-2463 ext 139.

Order of the Arrow Lodge Banquet
Cahuilla Lodge held their annual Order of the Arrow Lodge Banquet at the historic Naval Surface Air Weapons Station in Norco California at the
beautiful 1920's era Narconian Club. Adam Purvis, the outgoing 2010 Cahuilla Lodge Chief welcomed over 150 Cahuilla Lodge Arrowmen, as well as distinguished guests such as Brad Lacota, our 2010 National Chief, Joe Garcia, Western Region Chief, Kyle Sitarski, W4S Section Chief, our Supreme Chief of the Fire, Council Executive, Joe Daniszewski, as well as our Lodge’s 2010 outgoing and 2011 incoming Lodge Officers. The banquet was held in the historic ballroom of the Narconian Club.
In addition to the installation of the Cahuilla Lodge’s 2011 Officers, there were a host of recognitions such as the Ted Green Arrowman of the year, James E.
West, Golden Eagle, John Mulkern Indian Affairs Award, Ceremony Team Expert, Founders Award recipients as well as recognition for our 2010 Lodge Vigil Honor Members.
Capping off the evening was the installation of 2011 Cahuilla Lodge Chief Ian McLeod as well as the 2010 Chief, Adam Purvis's announcement that the Cahuilla Lodge successfully earned Distinguished Lodge for the sixth consecutive year; quite an accomplishment for our Council and Lodge to be proud of.

Frequently Asked Questions Regarding the BSA Tour Plan
The online, fillable Tour Plan application (formerly tour permit form) is available at www.bsa-ciec.org/tourplan
Q: When must a tour plan be submitted to the council?
A: The Tour plan must be submitted for:
a. Overnight activities
b. Trips of 500 miles or more
c. Trips outside of the California Inland Empire Council boundaries (Riverside & San Bernardino Counties)
d. Trips to any national high-adventure base, National Scout Jamboree, National Order of the Arrow Conference, or regionally sponsored event
e. When conducting the following activities:
- Aquatics activities (swimming, boating, floating, scuba, etc.)
- Climbing and rappelling
- Orientation flights (must also submit a BSA flying plan)
- Shooting sports, including archery
- Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)
f. At the council's request
Q: When should the tour plan be submitted?
A: The tour plan should be submitted to the council 21 days in advance of your trip to ensure we have enough time to review the plan and if needed, assist you in updating the plan.
Q. We are leaving for an overnight campout on Saturday. Can I get my Tour Plan processed the Friday before we depart when I pick up advancement awards at the Scout Shop?
A. In order to properly process a Tour Plan, you must allow three weeks (21 days) lead time on filing the Tour Plan.
Q. Do we always need a Tour Plan?
A. Tour Plans are not required for most short, in-town trips of a few hours. It is recommended that dens, patrols and units obtain permission slips from parents. The Activity Consent Form and Approval by Parents or Guardian is an appropriate resource. Otherwise, follow the guidelines in the first FAQ above.
Q. Why do I need driver information?
A. Driver information shows that each driver has the minimum required insurance coverage for the state in which they are licensed. If you have a list of all the drivers in your unit, simply attach a copy and circle those who are driving for each event as needed.
Q. What training should I have for my Tour Plan?
A. At least one registered member of each group must have Youth Protection Training, updated within the past two calendar years prior to the date of departure, as well as the Planning and Preparing for Weather Hazards training, also updated within the past two years. Other training may be required depending on the event for which the tour plan is requested (such as Safe Swim Defense, Safety Afloat, Wilderness first Aid, BALOO, CPR, etc). Most of the training is available online at www.MyScouting.org.
Q. What is the unit single point of contact?
A. The unit single point of contact is a unit leader, committee member, or parent who will not be on the tour and can be called in case of an urgent notice or emergency.
Q. Do I need to hand deliver my Tour Plan? Can I email it?
A. Tour Plans can be submitted in-person during regular business hours, by mail, email or fax.

Q. How do I receive my copy of the approved Tour Plan?
A. Your approval will be emailed to the tour leader listed or to another person if an email address is provided. We can also fax the approved tour plan if you provide a fax number.
Q. What is the most common mistake on a Tour Plans?
A. Missing signatures. Please be sure to affix the required signatures before submitting your Tour Plan.

Corona Synagogue to Honor Riverside Attorney Riverside attorney Michael Goldware is part Boy Scout and part Renaissance man. Goldware has been devoted to the scouts since he first rubbed sticks together to start a fire as a Cub Scout at age 8. Even when he was going to law school at night and teaching high school by day, he remained committed to scouting. Donna Goldware, his wife of 35 years, said her husband is still a Boy Scout at 66. "Everything that is in the Scout law, that is Michael," said Donna Goldware. "He is intense, generous, involved. If he makes a commitment, he honors it." Carolyn, was a long time scouter in Boxspring, 5 Nations, and Mt Rubidoux Districts. She served as the Cub roundtable commissioner, Training Team, District Day Camps, Council committees, and Volunteered at Camp Helendade Mountain Day Camp Staff.
Carolyn also worked at the council for over ten years as the receptionists/reservation secretary. She retired from CIEC, and moved to Texas to be close to her daughter Sandy, son James Bond, and grand children. Carolyn was a Silver Beaver recipient, along with numerous training awards.

The $5 Song That Made Lincoln Cry
During America’s Civil War, soldiers on both sides often sang John Brown’s Body, the tale of abolitionist John Brown. The North viewed him as a martyr; the south celebrated his execution. Then Julia Ward Howe, a Boston poet and activist, wrote the moving Battle Hymn of the Republic, which became the anthem of the Union. Howe’s song, which moved President Abraham Lincoln to tears, was first published as a poem in Atlantic Monthly in February 1862. She was paid five dollars for it.
Although Howe continued her writings about causes near and dear to her heart, none had the impact of the Battle Hymn of the Republic. It became a truly national song, sung by American troops in the Spanish American War and World Wars I and II. All you do and say – and even sing – should reflect the values that affirm our Scout Oath and Law.
