BSA Membership Standards Update - Resolution - 4-19-13

The National Executive Committee of the Boy Scouts of America met Wednesday and has completed their review of the findings from the listening phase of the Membership Standards Study Initiative.

Attached are four documents—an executive summary of the findings, a copy of the resolution submitted, a national media statement that is being shared with media outlets today, and an FAQ document.

Arrowhead District Camporee

It was another Absolutely Awesome Arrowhead District Camporee this last weekend at Lake Perris. With 12 troops and 22 patrols, the scouts enjoyed a full day of friendly competition. Troop 2000 was back again looking to take the coveted Spirit award for the 5th time, but the other troops were not about to let that happen. Everyone brought their “A” game and as a result we saw some of the best scouting spirit ever. Ultimately Troop 251 upset the odds and went home with the prize, but in reality everyone won. Bonds were formed between troops and scouts that will never be broken. This was most evident in the huge game of Poison that capped off the day’s competitions. The theme this year was Patriotism, a very appropriate theme considering the week we all just endured. The spirit of these Scouts this weekend would make any American Proud.

2013 CIEC ON-TARGET KICKOFF WORKSHOP

Just a note to inform you all of our first ever On-Target Kickoff Workshop being held on June 1, 2013  at 181 Blaine St, Riverside, from 8 to 12pm. (See attachment for all details). Please get this out to all your units as this year marks the 100th year involvement of the LDS Church with the BSA. We will be able to flash from mountain top to mountain top to some of our Southern Calif. Temples.

Our presenters will be Richard Fowell and Bob Church. They will give a great presentation on the history of heliography and the use of mirrors for signaling. They will also show us a new great way to make mirrors.

Once again, please get this out, as we want this to be a big year for our On-Target events. Thanks so much,

Scouts Retire American Flags

On March 12, 2013, California Inland Empire Council, Mount Rubidoux District, Boy Scouts and Webelo Cub Scouts retired worn and torn American Flags at their Camporee and Webeloree. 

The Flag Retirement was under the supervision of Boy Scout Assistant District Commissioner Kit Wilson.


Mountain Man Rendezvous

This past weekend was the annual Council Mountain Man Rendezous for Varsity scouts. Over 75 scouts were in attendance and 40 adult leaders and Staff for the event, everyone had a great time, there were many new units that had never been to this type of event before. The event started Friday night with Dinner for all those in attendance followed by a Hoorah with tall tells. The next day started early with a Dutch Oven cook off, opening ceremonies and then the events started:  2 man buck saw, flint and steel fire starting, Knife throw, Hawk throw, canoe racing, field archery, Kabor toss, Rock toss, Trapping and Black Power Shooting.  After lunch the units particapted in the Seneca Race, custom judging and the ever popular trading blanket. The awards and closing ceremony finished off a perfect day. We look forward to seeing next year at the event!!

The Most- and Least-Popular Merit Badges of 2012, and What That Info Tells Us

Which merit badges had Scouts rushing to counselors and Moms and Dads rushing to the sewing machine last year?

Here’s your answer. In January 2012, I presented a list of 2011′s most- and least-popular merit badges based on sales numbers from the Supply Division. This year’s numbers come from the BSA Program folks and are based not on sales but on the actual number earned, meaning they should be more accurate.

As you’d expect, the 12 most-earned merit badges from 2012 were all Eagle-required. Those merit badges provide extra motivation for Scouts to finish them on their journey through the ranks. But the badges that ranked 13 to 130 have some interesting takeaways: Read more....



Free Entrance for Scouts to Big Bear Star Party and RTMC Astronomy Expo

The 45th annual RTMC Astronomy Expo will take place from Thursday, May 23 through Monday, May 27.  It will be held at YMCA Camp Oakes, five miles southeast of Big Bear City, California on State Route 38 at Lake Williams Road between mileposts 44 and 45.  This location is about 50 miles northeast of Riverside in the San Bernardino Mountains.

My name is Harold Johnson and I am the Communication Facilitator for the non-profit Riverside Telescope Makers Conference (RTMC) Astronomy Expo, held Memorial Day Weekend at YMCA Camp Oaks near Big Bear, CA.  Attendees at the EXPO participate in nightly telescope viewings.  In addition to the family activities and amenities available at the camp, there are food and equipment vendors; and astronomy-related talks for beginners and intermediates held all day Saturday and Sunday.

Throughout the 45 years of the Expo, RTMC has offered free admission to scouting groups.  Scouting groups interested in attending the Expo should show proof of scouting affiliation to the Boy Scout Troop attending the venue entrance.  Since telescope viewing occurs after dark, we encourage camping overnight.  Should your group decide to visit and remain overnight, Camp Oaks has plenty of space for outdoor camping.

The Riverside Telescope Makers Conference was founded by Clifford W. Holmes and the Riverside Astronomical Society in 1969.  After having Astronomy Expo events at Riverside Community College and in Idyllwild, the Expo found a permanent home at its present location of Camp Oakes near Big Bear in the San Bernardino Mountains.  Camp Oakes is conveniently located within driving distance of all of Southern California and within a day's drive of most of the Western United States.  For more information about the RTMC Astronomy Expo, visit www.rtmcastronomyexpo.org.

A Message From The Chief Scout Executive

To: National Board, Advisory Council, National Council Employees, Scout Executives

To most effectively address BSA’s current and evolving organizational priorities, I want to share with you an update on assignment of duties and responsibilities of the senior staff leadership team within the Office of the Chief Scout Executive.

With the recent promotion of Chuck Keathley from Impact Group director to Scout executive of the Los Angeles Area Council, we are reducing the number of National Council groups from seven to six.

Departments within the former Impact Group, along with the Human Resources Group, Regional Operations Department, Youth Protection Team, and All Markets Strategy will now report to a new assistant Chief Scout Executive for Council Support.

I’m pleased to announce, effective immediately, that Western Region Director Tom Fitzgibbon will serve in this new assistant Chief Scout Executive role.

Tom has served with distinction as an executive in the BSA for nearly 36 years.

His career began in Detroit in field service and management positions. In 1991, Tom was selected as Scout executive in Davenport, Iowa, and in 1995 he became Scout executive in Rochester, New York. Under Tom’s leadership, the council in Rochester was recognized by the state of New York with the Governor’s Award of Excellence for outstanding business practices. The board of the Denver Area Council selected Tom as its Scout executive in January 2000.

In October 2004, Tom was selected as regional director. Since that time, he has given extraordinary leadership to the councils and operations of the Western Region.

Tom is an Eagle Scout with a Gold Palm. He and his wife, Mimi, live in Southlake, Texas, and have four children: Katey, Kim, Dan, and Christine. Please join me in extending congratulations to Tom on this well-deserved promotion!

In addition, effective immediately, direct reports to the positions of Chief Scout Executive and assistant Chief Scout Executive will be as follows:

Chief Scout Executive Wayne Brock: assistant Chief Scout Executives; general counsel; Summit Group director; director, Office of the Chief Scout Executive; director, Internal Audit

Assistant Chief Scout Executive/CFO Alf Tuggle: Supply Group, General Services Group, Treasury Department, Controller Department, Government and Community Relations

Assistant Chief Scout Executive/Operations Gary Butler: regional directors, Information Delivery Group, Marketing Group, Initiatives Management Office

Assistant Chief Scout Executive/Development Brad Farmer: Office of Philanthropy, BSA Foundation, Development and Alliances Department, Business Development Department, Project Arrow

This realignment of duties and responsibilities enables us to effectively achieve strategic and operational initiatives within current National Council staffing levels.
