Good day and welcome to our April 6th Monday Memo
1. James E. West Fellowship Endowment Program:
In 1910, James E. West became the first Chief Scout Executive of the Boy Scouts of America, and he served in that position for more than three decades. The James E. West Fellowship Award is available for gifts of $1,000 and up in cash or marketable securities to the Council Endowment Fund. The gift must be in addition to and not replace or diminish the donor?s annual Friends of Scouting support. Many individuals and corporations make these gifts either on behalf of someone else, such as in honor of an Eagle Scout, Silver Beaver recipient, a retirement, a special accomplishment, or anniversary or in memory of a special individual. If an institution is truly ?the lengthened shadow of one man,? it is more than fitting that the BSA honor James E. West?s monumental contributions to Scouting in such a significant way.
A tremendous effort is underway to sustain the California Inland Empire Council, Boy Scouts of America for the next 100 years.

2. Week Long Camping (summer camp): Week long camping affords your son the opportunity of experiencing a longer time of living without the comforts of home and technology. He will learn the value friendships and reliance on others helping him through difficult times as well as the confidence of doing things for himself. The social skills he?ll develop are similar to those he will need when he begins to live on his own or with roommates in a collegiate setting.
Here are reasons why your son should go to Scout camp.
- Week long camps have group and individualized programs that will help them advance in scouting faster than those who don?t participate.
- Weekly organized camps provide certified trained leaders of Scouting activities often beyond the knowledge and capabilities of your son?s existing troop leadership.
- Less expensive than traditional week long camps
- New experiences not available in a weekly Scouting programs
- Well balanced meals approved by a dietitian
- Seeing and participating in Scouting on a larger scale
What a parent gets from their Scout going to camp:
- Satisfaction knowing their son is safe away from home
- Son?s increase in progress towards his goals in Scouting
- Knowledge of a activity that is properly operated by qualified personnel
- Reduction in food expenditures for the week
- A week off from child supervision

3. Membership Report: The Boy Scouts of America is a membership driven organization. As such the BSA has and will continue to attract and retain eligible youth who enjoy a vast array of quality Scouting programs. The California Inland Empire Council has had an impressive record of membership growth. Like many councils, CIEC reached out to their local communities and provided not only traditional Scouting activities but special programs such as Learning for Life and after school programs which were provided in partnership with our local school districts. These non-traditional programs were quite popular and significantly increased the number of area youth who were being exposed to Scouting. Councils had to figure out how to ?count? the youth in the non-traditional programs. Like others, CIEC counted the Learning for Life program participants and the after school programs as part of the Total Youth served population. It seemed like a logical way to monitor their membership because the age of youth served generally paralleled a like age in the traditional program.
For instance, if we offered a cub Scout after school program at a particular school, it?s membership would be reflected as a unit and members under the classification of Cub Scouts. Although this was an accurate number of youth lives that Scouting touched, it made it difficult to track the number of youth involved in traditional Scouting programs. National BSA and our council reviewed the issue and late in 2008 new reporting requirements were implemented.
In order to track and honor our commitments to the core Scouting programs, Cub Scouts, Boy Scouts, Venturers and Explorers, as well as the divisions within those programs, National BSA now only reports those membership numbers in the Total Youth count. National BSA reports Learning for Life as a curriculum based program on their monthly report but the numbers are not included in the Total Youth sum. All other programs are tracked at the local council level until the program becomes a traditional program. The CIEC Relationship/Membership Committee?s vice president receives the National BSA reports each month and reports membership changes to the Executive Board of the California Inland Empire Council. Our reports reflect our commitment to attract and retain eligible youth
4. April 6, 2009 Friends of Scouting Report: Congratulations one and all for the tremendous push to help Scouting. This weeks report is emphasized on the number of givers. As you can see Grant Clark, Donna Baker and Jim Nelson from our top three Districts are providing outstanding leadership to achieve the District goals.
High Desert Success:
Pack 464 Cubmaster Robert Spearow was instrumental in assisting the efforts of a FOS Family presentation to the Unit. Robert and the committee decided to contribute $250 from the Pack account at the end of my presentation, and this inspired others in the unit to give for a total of $1500. In the past years this unit has contributed very little.

5. Scouts in Action: On March 9, 2007, 12 year old Robert Martinez responded to the crys of his neighbor, and found her 20 month old son lying on the floor with his eyes rolled back and beginning to turn purple. Robert checked his mouth for an obstruction and found nothing. He compressed the baby's stomach once, beginning the Heimlich maneuver, and checked once more for an obstruction. After two more stomach compressions, the boy began to cry.
Robert is a Scout in Troop 220, sponsored by the Chino Hills Lion's Club. For his lifesaving actions, he received the Heroism Award from the BSA.
