Membership Standards Resolution

WHEREAS, it is the mission of the Boy Scouts of America to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Scout Law:

Reverent

AND WHEREAS, duty to God, duty to country, duty to others, and duty to oneself are each a core value and immutable tenet of the Boy Scouts of America; and

WHEREAS, the Scout Oath begins with duty to God and the Scout Law ends with a Scout's obligation to be reverent, and that will always remain a core value of the Boy Scouts of America, and the values set forth in the Scout Oath and Law are fundamental to the BSA and central to teaching young people to make better choices over their lifetimes; and

WHEREAS, the vision of the Boy Scouts of America is to prepare every eligible youth in America to become a responsible, participating citizen and leader who is guided by the Scout Oath and Scout Law; and

WHEREAS, for more than 103 years, programs of the Boy Scouts of America have been delivered to youth members through cooperation with chartered organizations that select adult leaders who meet the organization's standards as well as the leadership standards of the Boy Scouts of America; and

WHEREAS, numerous independent experts have recognized that the programs protecting Scouts today, which include effective screening, education and training, and clear policies to protect youth and provide for their privacy, are among the best in the youth-serving community; and

WHEREAS, the current adult leadership standard of the Boy Scouts of America states:

The applicant must possess the moral, educational, and emotional qualities that the Boy Scouts of America deems necessary to afford positive leadership to youth. The applicant must also be the correct age, subscribe to the precepts of the Declaration of Religious Principle (duty to God), and abide by the Scout Oath and the Scout Law.

While the BSA does not proactively inquire about sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or who engage in behavior that would become a distraction to the mission of the BSA.

AND WHEREAS, Scouting is a youth program, and any sexual conduct, whether homosexual or heterosexual, by youth of Scouting age is contrary to the virtues of Scouting; and

WHEREAS, the Boy Scouts of America does not have an agenda on the matter of sexual orientation, and resolving this complex issue is not the role of the organization, nor may any member use Scouting to promote or advance any social or political position or agenda; and

WHEREAS, youth are still developing, learning about themselves and who they are, developing their sense of right and wrong, and understanding their duty to God to live a moral life; and

WHEREAS, America needs Scouting, and the organization's policies must be based on what is in the best interest of its young people, and the organization will work to stay focused on that which unites us, and

WHEREAS, the Boy Scouts of America will maintain the current membership policy for all adult leaders of the Boy Scouts of America, and

NOW, THEREFORE, BE IT RESOLVED THAT:

The following membership standard for youth members of the Boy Scouts of America is hereby adopted and approved, effective Jan. 1, 2014:

Youth membership in the Boy Scouts of America is open to all youth who meet the specific membership requirements to join the Cub Scout, Boy Scout, Varsity Scout, Sea Scout, and Venturing programs. Membership in any program of the Boy Scouts of America requires the youth member to (a) subscribe to and abide by the values expressed in the Scout Oath and Scout Law, (b) subscribe to and abide by the precepts of the Declaration of Religious Principle (duty to God), and (c) demonstrate behavior that exemplifies the highest level of good conduct and respect for others and is consistent at all times with the values expressed in the Scout Oath and Scout Law. No youth may be denied membership in the Boy Scouts of America on the basis of sexual orientation or preference alone.

Silver Beaver Nomination

Nominate an outstanding Scouter for the Silver Beaver Award.  The Silver Beaver Award is the highest award that a council can present to a volunteer. This award is for outstanding service to youth at the council level or for outstanding longtime service to youth by a registered Scouter residing within the California Inland Empire Council.

To nominate an outstanding Scouter for this prestigious award, please complete the 2013 Silver Beaver Nomination form and submit it to the California Inland Empire Council.  Nomination forms are due no later than November 15, 2013.

The 2013 Silver Beaver Awards will be presented at the Council Annual Volunteer Recognition Dinner on February 1, 2014.

 

Medical Research Grant Named in Honor of 7 Year Old Cub Scout

On June 22, 2013, Jonathan Fuentes, a Wolf Scout with Pack 148 in Temecula, accomplished something amazing. He ran a 5K in Los Angeles sponsored by the American Brain Tumor Association (ABTA) called Breakthroughs for Brain Tumors under the name “Team Char”. He not only ran the race, but presented a $4117.56 donation to the ABTA. It was the highest donation for the event. What was his motivation? Mom! When Jonathan was just 4 years old, his mother was diagnosed with a benign brain tumor. After watching his mother endure radiation and countless treatments, he decided to do something to help doctors find a treatment and cure for brain tumors and brain cancer.

Jonathan raised this money by doing Cupcakes for a Cause at his elementary school, selling Bright Ideas donation slips in front of Albertson’s, helping with a Charity Game Night, asking for support and donations from his Cub Scout Pack families, Little League Team, Pop Warner football team, and TGA afterschool golfers. The Press Enterprise newspaper also wrote a feature story about Jonathan and his efforts to raise money for ABTA.

This past week Jonathan received an email from ABTA announcing that they are naming a medical research grant to fund a medical student with Cedars-Sanai in Jonathan’s honor. When asked what he wanted to name the grant, Jonathan made sure that his mother was mentioned as well. The official name of this grant is “American Brain Tumor Association Medical Student Summer Fellowship In Honor of Jonathan and Charmain Fuentes”. His family, friends and Pack 148 are all very proud of Jonathan and his herculean efforts to raise money for those affected by brain tumors and cancer.

As the Committee Chair for Pack 148, I witnessed Jonathan’s personal efforts to not only raise money but to make others aware of the need for research and a cure. We are looking forward to great things from Jonathan in the future.

Troop 652 Super Summer!

Troop 652 of Old Baldy District in Rancho Cucamonga started out their Summer in June with a "Bike N' Camp".  There were 18 Scouts and 5 Leaders that camped out at El Dorado Regional Park in Long Beach and made the 25 mile Bike Ride to the Beach and back! (Photo #1)

In July, Troop 652 traveled to Warner Springs to enjoy their Summer Camp at Schoepe Scout Reservation at Lost Valley.  We had 40 Scouts and 6 Leaders participate at Summer Camp this year.  The Scouts earned over 150 Merit Badges and enjoyed the Horsemanship, Welding,
Metal Work and High Cope programs, just to name a few!  (Photo #2)

August has been a busy month for Troop 652 as well. We had 8 Scouts, 2 Eagle Scouts and 5 Leaders that hiked Cucamonga Peak as a "Pre-Requisite" hike on the 11th.  If you haven't hiked our Peak yet, I highly recommend it!  It is the 3rd hardest hike in our area, with almost 4,000 feet of elevation gain in 6 miles.  The views are spectacular from the top!  Allow plenty of time if you take this 12 mile hike and make sure you bring plenty of food, water and use/wear sun protection.  (Photo #3)

 

2013 IE Scouting Golf Classic

The California Inland Empire Council – Boy Scouts of America would like to invite you to the Annual Scouting Golf Classic being held on Monday, September 23rd, at Sierra Lakes Golf Club in Fontana. This fundraising event is designed to allow you to join the California Inland Empire Council, to help insure that a quality Scouting program is delivered to all the youth in the Inland Empire by providing assisatance for registration, uniforms, books, training of adult volunteers and camperships.

 

Red Ribbon Week, October 23-31, 2013

Dear Boy Scouts & Girl Scouts Leaders,

The Drug Enforcement Administration (DEA) created a Red Ribbon Week patch to encourage and support Scouts who wish to learn about Red Ribbon and participate in local efforts to educate youth about the dangers of drug abuse. 

Red Ribbon Week was established in memory of the sacrifices made to help keep our communities drug-free and encourage youth to lead healthy lives, free of drugs.  Observed annually from October 23-31, Red Ribbon Week is a national celebration to promote youth education on the dangers of substance abuse.

The DEA encourages all Boy Scout and Girl Scout groups to participate.  Patches will be given to the first 15,000 qualifying Boy Scout and Girl Scouts.  The Red Ribbon Patch Program information can be found on our website, www.JustThinkTwice.com.  

All Boy Scouts and Girl Scouts are eligible to participate in the program.  To earn the DEA Red Ribbon Patch, Scouts must complete the following:
   • Each Scouting unit or troop must coordinate or support a Red Ribbon Week activity.
   • Each Scout must attend a drug prevention education session.
   • Each Scout must take a DEA Drug-Free Pledge.
Upon completion of the program requirements, the Scout leader must submit electronically the Activity Report no later than Thursday, October 31, 2013.  The activity report is available at www.JustThinkTwice.com.

We are having a Sewing Day at the California Inland Empire Scout Shop!

The Scout Shop has procured the services of a seamstress who will come in to sew uniforms at our location for 1 day only.  Scouts who want their shirts completed on the day of purchase can take them over to a seamstress and have her sew the patches on the same day. Patches cost $2.50 each paid at the Scout Shop and receipt shown to seamstress as proof of payment.

Come get your uniform “inspection ready” for all your Fall Advancement Ceremony events!  See you there on Saturday September 7, 2013 from 10 AM – 2 PM.

A Back to School Prayer

Lord, I pray that you be with every child that is returning back to school this year. Protect them as they wait at the bus stop, ride the bus, travel by car, or walk to school. Keep them safe from dangers seen and unseen. Help our school crossing guards and bus drivers to remain attentive on their jobs.

Give our children favor with their teachers and help them to pay attention in class. Let this be their best year yet for academics, sports, and fine arts.

Be with our children’s teachers this year. Help them to teach in ways that each student can understand. Let them have reasonable expectations of our children and give them patience whenever their patience meter is running low. Bless the teachers with administrative support whenever needed.

Help our children to stand against peer pressure. Empower them to make decisions that will be pleasing in your sight. Surround them with good friends that are positive influences. Keep drugs and alcohol out of their reach. Protect our children from bullies and those that mean them harm.

And finally Lord, help us as parents to be even more supportive of our children this year. Strengthen our discernment. Let us know when something is going on with our children. Help us to keep them on track with their homework and study time. Help us to remember all of the subjects that we took many years ago so that we can be effective in helping our children complete their homework. Provide for us financially so that we can allow our children to go on field trips, buy school yearbooks and pictures, have appropriate clothing for the seasons, school supplies, or whatever else our children need to enhance their educational experience. Give us favor on our jobs so that we may be able to attend activities that our children may have during the work day. Remind us of the need to pray daily for our children.
